Summary
There must be more than one way to locate a page within a site. Search, a sitemap, or an index gives users an alternative when the navigation menu alone is hard to work through. Pages that are steps in a process are exempt.
Common failures
- Offering only a dropdown navigation, with no search and no sitemap.
